Baltimore County and City workshops are held every month EXCEPT December. There is also a digital workshop that can be taken at anytime for a nominal fee. Workshops are open to any first time homebuyers who are planning to purchase a home in Baltimore City. Workshop WILL NOT qualify you for Baltimore County or anywhere else outside of Baltimore City.

The following Homeownership Counseling Agencies have been approved by the U.S. Department of Housing and Urban Development and the Baltimore City Office of Homeownership.
Mayor Doubles Incentive for First-Time Homebuyers to $10,000
Only these agencies can issue Homeownership Counseling Certificates for Baltimore City homebuying incentive programs. The First-Time Homebuyers Incentive Program is funded with Community Development Block Grant funds and offers down-payment help and closing cost support for first-time homebuyers. Assistance is increasing from $5,000 to $10,000, and an additional $10,000 is available for purchases made in the City’s Impact Investment Areas. Eligible buyers must purchase the home for owner-occupancy and have a household income at or below 80% of the Area Median Income .
Today, Mayor Brandon M. Scott announced that effective May 1, 2022, the City is increasing incentives for first-time homebuyers to $10,000 for eligible households. Additionally, qualified homebuyers purchasing homes in Impact Investment Areas will be eligible for $20,000 in first-time homebuyer incentives. First time homebuyers are mandated to attend a first time buyer workshop, in order to receive federal, state and/or Baltimore County funds. A homebuyer must also have a one-on-one counseling session, to receive a certificate. Both the workshop and one on one are required for any designated funding for first time homebuyers. In our first time homebuyers (pre-purchase) workshops, a potential homebuyer will learn about the down payment and closing cost assistance programs. The homebuyer will also learn the process of purchasing a home, as well as budgeting, savings and credit. Typically, our homebuyers’ workshops are held at the local libraries in the NW area of Baltimore County.
